The measure finances investments with a high social and cultural impact that are sustainable from an environmental point of view

WHAT IT IS

Italy Social Economy is an incentive from the Ministry of Enterprises and Made in Italy managed by Invitalia, aimed at companies that carry out activities of general interest and pursue values of social utility. 

The measure is active throughout Italy and supports investments that have one or more of the following objectives: 

  • increase in employment of disadvantaged categories;
  • social inclusion of vulnerable people;
  • valorisation and safeguarding of the environment, urban regeneration and sustainable tourism, as well as environmental sustainability of production processes;
  • safeguarding and valorising historical and cultural heritage or the pursuit of cultural and creative purposes or those of significant public interest, for the benefit of a community or a territory. 

The budget is € 223 million

  • € 200 million from the Revolving Fund for the support of businesses and research investments at Cassa Depositi e Prestiti;
  • € 23 million from the Sustainable Growth Fund. 

WHO IT IS FOR

The financial benefits, in order to trigger processes of regeneration and innovation through sustainable investments, in line with the objectives of the 2030 Agenda, are aimed at: 

  • social enterprises established in any form, registered in the appropriate section of the Companies Register;
  • social cooperatives and related consortia, pursuant to Italian Law No. 381 of 8 November 1991 and subsequent amendments;
  • Cooperative companies with the status of non-profit organisations (in compliance with the provisions of articles 101 paragraph 2 and 102 paragraph 2 of the Italian Legislative Decree of 3 July 2017 and subsequent amendments);
  • cultural and creative enterprises, established in the form of partnerships or capital companies, which operate or intend to operate in the economic sectors listed in Annex 1 of the MIMIT Directorial Decree of 8 August 2022. 

WHAT IT CAN DO

Starting from a minimum of € 100 thousand up to a maximum of € 10 million, investment plans can be implemented that provide for the realisation of productive investments and the increase in the employment of workers with disabilities.  

It is possible: 

  • to finance the start-up, development, growth in size and competitiveness of social enterprises and creative-cultural enterprises throughout the country;
  • to promote the dissemination of entrepreneurial culture and economic-solidarity initiatives oriented towards the social, productive and cultural inclusion of citizens, with particular reference to the weaker categories of the population;
  • to accompany the transition to a green and circular economy, supporting open innovation and cross-fertilisation dynamics between different sectors and/or between the profit and non-profit worlds;
  • valorise the cultural identity and/or landscape-environmental heritage of territorial systems.
