Digital Trasformation

WHAT IT IS

The incentive fosters the technological and digital transformation of the production processes of companies and is aimed at supporting process innovation projects and organisational innovation projects. 

Digital Transformation supports the application of advanced technologies envisaged in the context of Enterprise 4.0 and those relating to digital supply chain technological solutions, also in line with the strategic guidelines of the Three-Year Plan for Information Technology in the Public Administration 2019-2021, in application of article 29, paragraph 5, of Italian Decree-Law no. 35/2019.  

The incentive is managed by Invitalia and is promoted by the Ministry of Enterprise and Made in Italy with the Directorial Decree of 9 June 2020.  

The resources available for the granting of the financial benefits are equal to € 100 million for which two reserves are envisaged:  

  • a share equal to 25% of the resources is reserved for projects of micro and small-sized companies as well as joint projects;
  • a share equal to 5% of the resources is reserved for SMEs that, at the time of presentation of the application, are in possession of the legality rating on the basis of the list made available by the Competition and Market Authority.  

Projects eligible under the measure can be co-financed under the POC IC 2014-2020.  

WHO IT IS FOR

The financial benefits are aimed at micro, small and medium-sized companies, even in aggregate form which, on the date of submission of the application, meet the requirements set out in article 4, paragraph 1, of the Directorial Decree of 9 June 2020, namely ones that: 

  • are duly incorporated, enrolled and “active” in the Companies Register;
  • operate predominantly or primarily in the following sectors:
  • manufacturing and/or in that of direct services to manufacturing companies;
  • tourism;
  • trade;
  • have achieved, in the last year to which the last approved and filed financial statements refer, an amount of revenues from sales and services equal to at least € 100,000;
  • have at least two financial statements approved and filed with the Companies Register;
  • are not subject to insolvency proceedings and are not in a state of bankruptcy, liquidation, even voluntary, receivership, arrangement with creditors or any other equivalent situation. 

The companies may submit, even jointly (in a number not exceeding 10 companies), projects carried out through the use of the business network contract instrument or other contractual forms of collaboration, including the consortium and the partnership, which constitute an effective, stable and consistent collaboration with respect to the objectives of the project proposal.  

In the case of jointly proposed projects, it is necessary that the lead partner is a DIH-digital innovation hub or an EDI-digital ecosystem for innovation referred to in the Business Plan 4.0. This subject assumes the role of contact person in addition to representing the participating subjects in all relations with the MIMIT.  

THE FINANCIAL BENEFITS

The financial benefits are granted in the form of subsidised financing, direct contribution to expenses (Chapter II projects) and capital contribution (Chapter III projects), covering a maximum nominal percentage of 50% of eligible costs and expenses, within the limits established by article 29 of the GBER Regulation for projects referred to in Chapter II and within the limits provided for by the de minimis Regulation for projects referred to in Chapter III.  

In particular:  

  • a share equal to 10% in the form of a contribution
  • a share equal to 40% in the form of subsidised financing.  

The areas of intervention are: 

  • promoting process innovation projects;
  • promoting organisation innovation projects;
  • promoting investment projects.
